Washington, D.C. (August 29, 2025) – The U.S. International Trade Commission (ITC) today issued an affirmative preliminary injury determination in the antidumping (AD) and countervailing duty (CVD) investigations on imports of crystalline silicon photovoltaic (CSPV) cells and modules from Laos, Indonesia, and India.
The investigations were initiated following petitions filed last month by the Alliance for American Solar Manufacturing and Trade (AASMT), which allege that Chinese-headquartered firms operating in Laos and Indonesia, along with Indian producers, are exporting solar modules into the U.S. market at unfairly low prices due to dumping and illegal subsidies.

“Today’s ITC decision confirms what our petitions allege: U.S. solar manufacturers are being undercut and harmed by unfairly traded imports. Chinese-owned and other companies in Laos, Indonesia, and India are gaming the system with unfair practices that are gutting U.S. jobs and investment.”

Next Steps in the Process
Department of Commerce Investigations Continue: Commerce will now assess whether the imports at issue are being dumped or unfairly subsidized.
Preliminary Determinations: Commerce will issue its preliminary CVD determination within 65 days of initiation and its preliminary AD determination within 140 days (unless extended). If affirmative, the agency will begin requiring cash deposits on subject imports.
